Easy Bloom Effect

Step 1

Open your Image and make a copy of it (ctrl+j).

Step 2

With the copy Layer Selected blur it with (Filter > Blur > Gaussian Blur…) blur it to where the detail is gone but the basic shapes are intact.

Step 3

Change the copy Layers Blend mode to "Overlay". Adjust the Layers "Opacity" if Desired.

DONE

Final Notes: This can soften up any image, from nature to the city. give it a try.
